A quiet week for local and state legislation, with all action at the federal level, and nothing on the horizon that changes daily life in Hennepin County right away.
This was a light week. The bills that moved were federal, and most of them land far from Minneapolis or its suburbs. Here is what you need to know, and what to watch as the week ahead takes shape.
At the federal level. Congress sent three bills to the President, and all three were signed into law. One expands federal spending transparency: certain government contracts that were previously hidden from public view must now be posted on USAspending.gov (HR 2069), so anyone can look up how that money was spent. A second (HR 5366) extends tax breaks for people who suffered losses in federally declared disasters, including wildfires, through early 2027. If you or someone you know received relief payments after a declared disaster, those payments stay free from federal income tax under this extension. Neither change is specific to Minnesota, but both apply here if the circumstances fit. A third bill, extending the timeline for an EMS memorial in Washington, D.C., and a fourth involving land in Paducah, Kentucky, have no bearing on Hennepin County.
Coming up next week:
Federal farm security drill. HR 9394, cleared by committee and awaiting a House floor vote, directs the Department of Homeland Security to run a large-scale exercise within four years to practice responding to a biological attack on farms or the food supply. Minnesota's agricultural sector would be part of the national network this drill aims to stress-test. No firm floor date is set.
Shelter dogs as support animals for border officers. HR 9327 cleared committee and awaits a House floor vote. The bill sets up a three-year pilot program requiring U.S. Customs and Border Protection to adopt dogs from local shelters and train them as support animals for officers dealing with grief and trauma. Animal shelters near ports of entry would have a new adoption outlet. No vote date has been scheduled.
Free access to government documents. HR 9342 cleared committee and is headed to a House floor vote. The bill locks in free public access to federal publications through libraries and online, and gives the Government Publishing Office new tools to digitize older records and move more publications online. No vote date is set yet.
Several other federal items cleared committee this week, including a bill dissolving a congressional records advisory panel and one transferring federal land in Nevada to local governments. Neither touches Hennepin County.
The coming-up slate this week is all federal, all without firm vote dates, and none of it requires immediate local action. If the farm security drill or shelter-dog program catches your eye, both are still in early House floor stages with room to move before any final vote.
