Emerald Park tax district decertification proposed

Saint Paul file RES 26-1714, before the Saint Paul City Council. Still to be decided as of 2026-11-18.

Latest action: Agenda Ready

What it does

Future tax revenue returns to regular city budget. When the district ends, property tax growth in Emerald Park stops going to a special fund and goes back to the city's main budget instead.

The bigger picture

City loses tool for focused neighborhood development spending. Tax increment financing lets cities lock in tax gains from one area to pay for that area's improvements; ending this district means the city can no longer use that method for Emerald Park.

What to watch

Emerald Park projects may lose dedicated funding source. The district's decertification removes a funding stream that may have supported local improvements; projects will now compete for money from the general city budget.
